If you want a view of the sea, try Ginpaso in Ako for a place near Kobe, It's a short train ride down the coast. You could visit Himeji on the way. http://www.ginpaso.co.jp/e/index.html
Also there's Arima Onsen in the hills above Kobe. It's Japan's first hot spring village. That's good if you want mountains and rivers. http://www.arima-onsen.com/eng/

Any place in kansai are like kyoto or kobe have great moderate price onsen n would like to stay for the night wt kaiseki dinner
